Breaking news: Chief Justice Rehnquist dies
I'm up way too late, especially since I'm taking someone up to Lake George in the morning, where we'll spend all day in what should be fair skies and sunshine. But I saw the breaking headline:

While we mourn and pay respects, we must look ahead to the future and move quickly to keep the Supreme Court moving. The first Monday in October is rapidly approaching. What I recommend:
1. Bush elevates Clarence Thomas to Chief Justice.
2. Sandra Day O'Connor remains until the second replacement justice is confirmed.
3. Bush nominates Janice Rogers Brown as the second new justice. Cato likes her, a lot.
